Which tier unlocks custom Bundle ID + App Store publishing? Is it Starter, or Essential?

The pricing comparison table doesn't show this directly, so asking before I commit.

The App Identifiers page says "Median Free apps must use the default values" for Bundle ID / Package Name, implying any paid tier unlocks custom values, but the tier comparison table doesn't list this feature explicitly, so I can't confirm which is the minimum tier.

Two questions:

Does Starter unlock a custom iOS Bundle ID and Android Package Name, or is that Essential and above
Does Starter support building a signed iOS IPA and uploading to App Store Connect (including "Auto Upload to App Store Connect"), or is that gated to a higher tier too?
