I built the IPA successfully, but I’m on Windows. How Can I enable direct App Store Connect upload?

I wanted clear information regarding the paid plans. Which of the paid individual plans offer the native in-app purchase plug in ability. I am planning on submitting my app for the Google Play Store. Thanks.

I installed the APK to test on my mobile device. After signing in, it just loads. I verified the app loads fine in a web browser.
