I built the IPA successfully, but I’m on Windows. How Can I enable direct App Store Connect upload?

I wanted clear information regarding the paid plans. Which of the paid individual plans offer the native in-app purchase plug in ability. I am planning on submitting my app for the Google Play Store. Thanks.

We did the upgrade to the Starter plan, rebuild the App and publish again, but the Median logo's still there. Can you help us to see what can be the problem?
